I believe what Joe mentioned is exactly what you want (unless I misunderstood your question). Look under the topic Password\Verifying\Setting up Password Verication in the ND6 Admin Help. It tells you how to set how often a user must change their password and any grace period.

We force our users to change their Notes passwords every 30 days and allow them a 20 day grace period to do it in. In my opinion that's too often, (but management feels differently) but the process works good and most people change their passwords before they are locked out :-0
